virtual visa 卡能用在任何接受 visa debit card 的商户
Entropay: virtual visa应该能用，但是费率太高，充值 4.95%，商户打钱1.95%（退款？）。提取还需钱
neteller: 是欧洲的，virtual mastercard. 美国居民不能拥有账户，美国不能使用，中国居民不能拥有账户。注册时要填详细地址。费率低，充值 1.75%。
上面二者使用方法基本相同，有个默认帐户（entropay 为默认卡），消费时使用另外的虚拟卡。退款时，是退回默认账户。

关于消费退款:
Each merchant location has its own return policies and will handle the returns in the same manner as any other debit card transaction. They may credit your gift card account, provide a cash refund, or issue a store credit. Please note, GiftCards.com is not responsible for returns or credits onto your gift card; you are solely responsible for working directly with the merchant that you are requesting a refund or credit for previously purchased items. If the full balance of your gift card is used for a purchase, making the balance $0.00, the gift card account will automatically be closed. Should you return the merchandise purchased on your gift card after the account is closed, we will reissue a gift card for a $4.95 fee, which is deducted from the gift card value.
